Foreign media organizations and foreign journalists may ask service organizations to
recommend candidates or nominate candidates by themselves. To employ Chinese
citizens, they should then go through required formalities with the service
organizations.
2.1 Following procedures are applicable to foreign media organizations or
journalists when they need organizations to recommend Chinese citizens.
Step 1: Filling in an application form
Foreign media organizations or foreign journalists who intend to hire Chinese citizens
to assist them in reporting activities may contact the above-mentioned service
organizations, fill in an application form to show their employment needs (See
Attachment 1 at the end of this section, a sample of the application form which can be
downloaded from websites of relevant service organizations) and submit relevant
materials.
¡ñ A foreign media organization needs to provide the following materials when
hiring Chinese citizens:
£¨1£©A written application from the foreign media organization wishing to hire local
Chinese citizens;
£¨2£©The identity documents of the staff member responsible for hiring.
(These are the same as below for a foreign journalist.)
¡ñ A foreign journalist needs to provide the following documents when hiring
Chinese citizens:
(1)The valid passport or other travel documents;
(2)The valid journalist visa or a valid Olympic Identity and Accreditation
Card/Paralympic Identity and Accreditation Card.
Step 2: Recommending candidates
The service organization will select and nominate appropriate candidates for the
foreign media organizations or journalists according to their requirements.
Step 3: Signing an employment contract
When foreign media organizations or journalists reach agreements on the employment
with some candidates, they should sign a formal employment contract, which defines
the rights and obligations of the two parties. Three copies of the employment contract
are needed. The foreign media organization or journalist, the employed Chinese
citizen and the service organization will each keep one copy of the contract.
The employment contract must include, but is not limited to the payment, term of
employment, labor protection and settlement of disputes arising from the employment.
A sample of the employment contract is available from the service organization
concerned.
Step 4: Issuing the certificate
The service organization will issue a Certificate for Assisting Foreign Media
Organizations or Foreign Journalists during the Beijing Olympic Games and the
Preparatory Period to the employed Chinese citizen for their work for a foreign
media organization or journalist during the Beijing Olympic Games and the
Preparatory Period.
2.2 Following procedures are applicable to foreign media organizations and
journalists when they nominate Chinese citizens by themselves:
Step 1: Filling in an Employment Confirmation Letter
If foreign media organizations or journalists have themselves nominated candidates,
they may provide relevant certificates both about the foreign media organizations or
the journalists and the candidates concerned to the service organization and fill in a
letter of employment confirmation (for a sample of the letter, please refer to
Attachment 2 at the end of this section, which can be downloaded from websites of
relevant service organizations).
¡ñ A foreign media organization needs to provide the following documents for hiring
Chinese citizens:
£¨1£©A written application from the foreign media organization for hiring Chinese
citizens;
£¨2£©The identity documents of the staff member responsible for hiring.
(These are the same as below for a foreign journalist.)
¡ñ A foreign journalist needs to provide the following certificates for hiring Chinese
citizens:
£¨1£©A valid passport or other travel documents;
£¨2£©A valid journalist visa or a valid Olympic Identity and Accreditation
Card/Paralympic Identity and Accreditation Card.
¡ñ While the nominated candidate for employment needs to provide the following
documents:
£¨1£©The original and copy of ID card or passport;
£¨2£©A personal resume;
£¨3£©A certificate to prove he/she has no criminal record;
£¨4£©A physical examination record from hospital at the district-level or above in China.
Step 2: Signing an employment contract
After the above-mentioned materials have been verified by the service organization,
the candidate and the foreign media organization or journalist should sign a formal
employment contract, which defines the rights and obligations of both parties. Three
copies of the employment contract are needed. The foreign media organization or
journalist, the employed Chinese citizen and the service organization will each keep
one copy of the contract.
The employment contract must include but is not limited to the payment, term of
